Evaluation of the damage to the rooftops conducted by the Institute for the Restoration of Dubrovnik and the Directorate for the Protection of Cultural Heritage - Conservation Unit Dubrovnik has revealed that 438 roofs or 70% of the roofs representing an overall surface area of 100.000 m2 have been damaged in the war from 1991 to 1993. The damage is devided into categories from I to IV.
In the first phase in 1993, temporary protection was made of nylon, bituminous roofing or any other material available, provided by the City of Dubrovnik, several Dubrovnik firms or trough donations, in order to prevent further deterioration.
The course of works on the rooftops was determined by the Ministry of Development and Reconstruction of the Republic of Croatia: removal of damaged roof frames and tiles and their replacement, repair or replacement of roof gutters. The structural repair of the top of the walls damaged in earthquake was not part of this programme.
The restoration of roofs started in 1994. The list of priorities was made by the former Fund for housing of the City of Dubrovnik which has carried out repair works with funds from the Croatian Credit Bank for Reconstruction, whereas the tiles were financed from funds for the restoration of the architectural heritage of Dubrovnik provided by the State budget.
Some roofs have been repaired by a decision of the Executive Coordination of the Council of the Institute for the Restoration of Dubrovnik, as emergency measure in case of danger for monument or its occupants. Other roofs have been repaired within the Programme of the restoration of the architectural heritage of Dubrovnik for 1995 and 1996 as part of buildings included in the programme.
The Ministry of Development and Reconstruction participated in the repair of roofs in 1997, 1998 and 1999, as the roofs were subsequently damaged in the earthquakes in 1995 and 1996.
In order to improve the difficult housing conditions, some citizens have decided to repair their roofs by proper means, with tiles provided by the Institute for the Restoration of Dubrovnik.

The completion of post-war restoration work on rooftops continues to remain an important item. The restoration program for the architectural heritage of Dubrovnik will continue until the remaining war-damaged rooftops are restored.
